Vivid colors?

What type of filter will give very vivid colors that appear almost "grain" like in texture?

Not sure about the grain part.

There are also ways to adjust your camera settings for more vivid colors if you are shooting in JPEG, and the cloudy white balance setting seems to boost it a little when shooting outside. It seems like you are talking about more of a boost than this would do though, so it might even be Post Processing.

An amber filter will give you warm, rich tones. If you want it to look "grainy" bump up the ISO, or use a filter in Photoshop.

Thanks, maybe the grain I am thinking about is higher ISO.

Grain is usually associated with noise which is usually associated with higher ISO shots, in terms of colours I mainly sort PP, I know I used this shot in another thread but would class the colours as vivid but had no filter on the camera....

Try looking in your camera's shooting menu for an entry on picture control. some Nikon models have a Vivid Color option you can use when shooting. You can also try boosting saturation and contrast when processing. If your software has the option, you can try HDR processing to get strong effects.

But this is much easier to control in PP. A PP composite built from a "standard" image plus Cokin treatment could be useful. But even more work.

Used correctly a polarizing filter eliminates glare on subject surfaces, which has the effect of increasing color saturation.
