Generally speaking you're right - but with the 70-200 f/2.8 VR lenses it's more to do with the VR-I being optimised for DX bodies.
I used one on my D2x and later with D3/D3x when we upgraded and the vignetting on the FX body was noticable but not significant enough to warrant a replacement for that reason alone.
I now have the VR-II version and much prefer it (not because of the vignetting issue being rectified) as it reminds me in general 'feel' to my old 80-200 f/2.8.
I haven't noticed any significant difference in the newer VR-II in terms of its hand-holding/low shutter speed capability, but it's a lot quieter and faster-focusssing in low light conditions compared to the older model and for those reasons alone it's worth buying unless you're on a tight budget.
