All your export options are there.
"Image Sizing" is the one you want to play with.
However, converting to jpeg will most definitely result in a smaller file size as you're compressing the data (jpeg is a compressed format). So don't think you have to increase the file size to fit the competition. Just export full size and 300 dpi with 100% quality. They won't mind it being less than 2MB I'm sure.

Don't worry about making the file size huge. This is a photo contest afterall, not a submission to a publishing company who will be using the photo for banner printing. As you see the min requirements is 2mb, that means someone who took a photo with their cell phone can enter the contest. So don't worry about the size. Just enter your best photo. Good Luck!
