Photos on Wikipedia creative commons?

I have a project I'm working on and I found a photo on Wikipedia that I want to use.  Are these photos part of creative commons?  I have been searching all over and can't seem to find the answer.

On Wikipedia ... maybe/maybe not.  Here's their re-use terms.  Scroll down to the "Images and Other Media" section.

On Wikimedia Commons ... yes.  Here's their re-use guide:
commons.wikimedia.org/wiki/Commons:Reusi...nt_outside_Wikimedia

Note that with both CC and Wikimedia, you can't simply grab the media and run with it.  There are terms with which you must comply.

What possible relevance can that have?  The content of a photograph has nothing to do with intellectual property rights.

Most photographs of ex presidents are open to use, to some extent. If you want useable images of presidents then hit up the Library of Congress website as there are many free to use images there. Also if they are not free to use it will state that it is the case. That site has tons of things you can freely download such as music and so on.
