What is the bulb setting? and when would one use it?

The "bulb" setting is when the shutter stays open as long as you have the shutter release held down. It is necessary when the light is so low that your camera does not have a rpre-defined shutter speed that slow. Best used with a remote release.

I think I used the bulb setting once. It's only need for long exposures.

One thing I've used bulb for is getting pictures of lightning and fireworks. If it is dark enough, you just put the camera on a tripod and open the shutter, When you get the flash of light (or two, three, ...) then close the shutter.

This also comes in handy in conjunction with double exposure. I have set up the camera, taken a shot of the daylight, sunset scene, and then taken the next one after dark with the bulb setting to get the lightning. Of course that was in the film days, which required the double exposure.

Bulb settings are good for light painting. Set up your camera and a tripod in a dark spot using a remote shutter, wear dark clothing and use a light stick or small light to flash around the scene. You can get some interesting images that way. Maybe use a small LED flashlight to illuminate an object from different angles.
