Printing a 12MP photo vs a 24MP photo

Now I understand the files size in GB will be much different, but I'm wondering from a visual standpoint to the human eye or printer performance, would there be a noticeable difference between a 12MP photo and a 24 MP photo?

The first issue is that 24mp is not twice the resolution of 12mp. You have to consider area so twice the resolution of 12mp is 48mp.

The second issue is that many lenses max out in resolution before they would get to 24mp. If the lens can only resolve 16mp adding more mp to the sensor doesn't change the actual visual resolution of the photo. Getting max resolution out of a lens may require certain shooting techniques such as using a tripod, remote release, and MLU, avoiding aperture diffraction, etc...

In my own experience comparing 8, 10, 12, and 21mp DSLRs even with lenses where I can see a difference in fine details when pixel peeping it's very slight, and I usually don't see it in prints up to 16"x24". I've got prints that size from an old Canon 20D hanging next to the same size prints from a 5DII, and people (including experienced photographers) do not seem to be able to spot the difference.

Same. It'll pick up more detail but its not so much that it matters. Technique shows when you start getting into this realm.

When the last candle has been blown out
and the last glass of champagne has been drunk

Also larger prints are often viewed from further away. 150 dpi is usually fine for big prints.
