Can I reduce the noise in photo with just normal CS3 Photoshop, or will I need to pick up some plugin? If it can be done, how please?

There is, but it's not great. Better to get Noise Ninja. It's the best.

LOL I've tested nearly all the NR programs next to each other and Noise Ninja keeps winning IMHO.

The industry generally goes with noise ninja as well.

Well let's add one more for imagenomic, I have been using it for 2 years now and have had no problems and haven't had any complaints either....not sure which is more important.

Yep, like I said, I compared all the major players and noise ninja just does a better job.

It's probably the most customizable plug-in for that sort as well.

Then it must have improved. I tried them both too, I ain't the industry, and in my work flow, NN just didn't cut it.
I will have to see if they will let me trial it again.......

I actually don't use NR software much anymore. The D3s doesn't really need NR.

I prefer Topaz denoise to NN myself, but admittedly it's been a while since I compared the two. NN has probably improved since then.

Noise itself doesn't bother me so much as chroma-noise, when colors get all @#$#$%$ up. Topaz or NN does wonders for this.

I'd just like to add that the NR in Lightroom 3 is pretty darn good.

As it been posted, there are plugins for photoshop to remove noise. But one can remove noise without a plug in.
