I heard gimp is good for being free. I wouldn't personally know since I never used it. My vote is photoshop.

I actually found gimp was awkward, but then again I have played around with Photoshop for to long.

But to start out I would probably start with Elements and work my way up to Photoshop CS.

this way you would maintain a similar workflow when you do upgrade. And is the standard used by printers.
