What is the best software for cropping/cutting out people from a digital image and being able to drastically increase the size of the cropped image? For instance, I would like to crop out a person from a digital image that is 3600 pixels wide by 2500 pixels high and print that person at about 3'-4' tall for a poster board. Is it Photoshop or something else? Please provide the exact version that you recommend .

This is called "upsizing", as you will need to change the resolution of the original crop to a much higher spec. Upsizing is just one option under the "Resizing" tool for any editor (not just Photoshop). Linky to a tutorial on upsizing -

A basic upsized image will look pretty awful, need lots of treatment to fix that. So far I have not seen any editor that provides all of these fixes automatically. You will need to learn quite a bit about PP. If you'd rather use image wide "filters" for these fixes, you will need an editor with a lot of horsepower, and Photoshop has the mostest. On the other hand this can also be done in patches with a "brush" too. Which will mean a lot of time waving your mouse cursor around the image. In contrast to simply clicking on a filter. Such brush tools are available on several editors priced well under Photoshop.
