Here is the quick version. The original was shot with auto white balance and was quite orange with that setting. In ACR I slid the White balance slider all the way to the left. This gave me a very blue scene with a light gray sky above the city. I duped the layer and ran a warming filter on it at a strong setting and added an inverted mask to this layer. I then painted on the mask to reveal the warmth on the buildings. I merged those layers and then duped the result. I then used the Hue slider and changed that layer to a strong magenta color, added an inverted mask and painted in the magenta color into the gray part of the sky. I then added the moon that I had shot in West Palm Beach to the sky. Next I added a solid fill layer with a orangeish yellow color with the blend mode set to color. I added an inverted mask again and painted in the light on the water with a low opacity soft brush. I did the same thing with a white/yellowish layer and put in a couple of streaks down the center at a reduced opacity. It all sounds complicated but it's fairly simple and takes 10 to 15 minutes and most of that time was just deciding which direction to take the image. Hope this helps.
