Well the settings is a different story... I heard that I had to get out of auto mode and in Aperture priority, I knew to a just the ISO and aperture… and the exposure bias… would an exposure bias of EV +4.67 be off the chart?

Using EV/EC is essentially changing your shutter speed when you are in Aperture Priority. So there is no major problems if it was done in camera, if this shot was taken and then the Exposure Value was adjusted in lightroom/photoshop, your adjusting the colours, so you cant get all the full colours.
