Hummingbirds flag their wings anywhere from 25 to 80 times per second. Using the low number, that's a complete flap cycle in 0.04 seconds. To freeze the action at that speed would require a shutter speed of something like 1/6250 (1/25 * 1/250), using human movement as a metric here, and presuming adequate light. A standard camera is not going to capture the wings without blur.

Plus, if most of the subject is in focus, but part is not, then a tripod is not going to help. It's just a limitation of the situation, equipment and subject.
