Adjustment ring is frozen on my polarized filter?

I'm not even sure what brand this thing is, but can say it's stuck on my lens pretty good. The adjustment ring and complete filter is not moving. I don't want to break anything so before I start breaking out pliers I thought I would ask here first.

How can I get this off? Thank you so much

Try a rubber jar opener thing -- a rubberized grip. Grab the lower part, not the twisty part.

Someone mentioned using rubber gloves too. I forget what they called them in the UK.

Yellow or orange rubber gloves - called marigolds IF I remember correctly.

Also look carefully to see if the ring is bent a little. Apply the pressure to alleviate the stress induced if it is bent or damaged.
