Speed of the human eye

Is it true the human eye can track speed at 1/15 per second? So I've been reading and looking for content relating to how close certain aspects of photography compare to the human eye. 50mm is said to be closest to our eyes view, so from a speed stand point, would anything faster than 1/15 second just be blur for the eyes? I'm trying to figure out, closest lens and camera settings that would match the performance of the human eye.

Technically it's your brain that is doing all the seeing

Film runs at 24 frames / second for a reason. It allows the eye to blend the images together and interpret what is seen as "movement". So 1/15 s may be a bit too long, but it's certainly longer than 1/24 s.

I don't think there's a parallel between what the eye can process and a shutter speed. Your eyes and brain function a bit differently than a camera.
