4K in existing full frame cameras?

A friend has a Nikon D600, which BTW is a pretty nice camera.  When I moved to DX to shoot video, the camera was shooting 1080p video.  So if I'm understanding this correctly, less of the sensor was being used to capture 1080, so why can't in FF mode capture the full 4k?  Is there something I'm missing here?

There is most likely no demand for it yet, as the 4K is newer. This will change when 4K becomes the current standard.

The main problem if I recall an article that I read about this is that the sensor cooling as well as the data rates to the CPU is where the problem starts at.
