They have a great number of soldiers but are not capable to wage
a high-tech war… by far, not quite yet.

When it comes to your suspicions of intentionality, I don't believe
this is the right attitude to have at this point in time. Too much is
giving credibility to an accident for themselves too… I agree, by ne-
glect and bad practices but an accident nonetheless.

For me, there are two entities: China and the CCP. The later being
the ennemi of the first, IMO. No good future perspectives I fear.

I agree it wasn't intentionally released, but I do believe the ChiComs were working on something they shouldn't have been doing and lost control. We'll probably never know the whole story.

Aren't China and Russia working hand in hand?  Besides I have noticed nothing on the Covid 19 infection map of Russia.  Are they immune?

These two are not well known for their transparent operations.
They are working hand in hand under the same premises the
US does with anyone else… me first.

ADDENDUM

I just saw a report on Radio Canada saying that Russia
still has schools opened! Putin is just starting measures
and the president of the Medical professional admitted
they don't get the info — not the access to — to establish
decent statistics.

China is now trying to push all our journalist out of their country so they can control the media.  Its time USA and other countries cut the dependency from various manufacturing that are in China.
