Shooting video with the purpose of extracting still shots?

I had stumbled across a discussion earlier this week on another board that I came across for another search, but suggested shooting video of a scene and then extracting still shots from the video.  The discussion circled around how with your live view in your phone, you can adjust each essentially mini-video and get the perfect frame from each moment.  

So if this works, what software would you use to do this?

Exposure settings for video aren't appropriate for stills, so assuming you can always use one for the other is silly. (you want your shutter time to be 1/2 of the inverse of the frame rate, or longer, for smooth motion. The only reason 60fps or faster looks good is because the human eye does the job of blending thing together. I'll take 24fps (cinema rate) any day of the week.

Video frames are small. 4K works out to about 8MP. Meh.

If you want to adjust the exposure on a video camera for stills, and capture them at 30 fps, then I suppose that's fine... if you like that sort of thing. But when it's hard enough deciding between 5 images for the best one, I wouldn't consider looking through tens or hundreds.

My suggestion: work on one's photography skills so that one can what one wants in a few shots. On a decent camera. With appropriate settings.
