Where in NYC can I get access for high city view?

Would you happen to know where in NYC can you easily get access to a high enough vantage point to photograph the entire city skyline?

In one photo? You will have problems. Maybe you can rent time for a helicopter ride out over Long Island or New Jersey to get far enough and high enough to get it all on one photo.

If you just want to be high enough to shoot North, East, West, and South, the Empire State Building or the Observation Deck of one of the other tall buildings, if any Observation Decks are still open, would be my best suggestion. I've been to the Empire State Building Observation Deck and the view is quite amazing on a very clear day. A tall tripod and remote camera trigger would let you get the camera above the safety railing for the shots.

When in NYC with a nice camera, I have always made certain that I had a good secure camera strap with it around my neck or wrapped firmly around my wrist. When setting the camera bag down anywhere, I always stood above it with one leg through the shoulder strap, so it couldn't be grabbed and stolen easily. I also stayed in busy public areas whenever the camera was out in plain sight. Don't be easy pray for a robbery. Having someone with you to help keep your gear secure would be even better.

Yes, you pay for almost everything in NY. It's been 10 years since I was in the observation level of the Empire State Building and I don't remember what I paid then, 

I just copied this from a Google Search for you. Google can be quite handy for finding out information like this.  There are two levels of Observation decks. The upper 102 level is much smaller and totally enclosed, and higher in price. The lower 86 level has the observation deck, is larger, and has the outside area, so much better for taking photos of the city, and cheaper too. Inside at this level had snacks and souvenirs available.

 They do close the outside platforms on high wind  days. You wouldn't want to be up there in high winds anyway.
