WWII and other war time photos, who owns copyright of these?

Here is Germany there is a distinction between 'spontaneous' photos and 'planned' photos. The first refers to party photos , medical photos, that sort of thing. The second refers photos that were specifically coordinated around light, framing, perspective and various other photographic principles to create an artwork. The copyright of the the first type belongs to the owner up 50 years after death. With the second type the copyright belongs to the owner up the 70 years after death. In both cases the copyright automatically passes to the descendants after the original copyright expires.

The above applies to all photos.

Also, I'm not a lawyer, this is my understanding of the law and trying to translate it onto English. My apologies if mistakes are there. Chances are the US will have a totally different law.

In Germany, yes. Possibly it's the same in the USA but I don't know.

FYI, the copyright for the Zapruder film of the JFK Assassination is still valid and held by the Sixth Floor Museum in the Texas School Book Depository building at Dealey Plaza, Dallas, Texas, 60 years from when the film was first captured. The descendants of Abraham Zapruder donated it to the museum in 1999, though the actual original film is held by the US National Archives.
