This scene is on the shore of the Bay of Fundy. The tide change at this point are up to 51 feet (twice a day). This is low tide. At high tide the water can come over those rocks.
Right now the bay is filled with "ice cakes", some the size of an automobile. The water rushes in and freezes and the "cakes" are left.
