ISO Bracketing to create HDR images

So ISO is the representation of light sensitivity right? So why isn't ISO bracketing used to make HDR images? Camera's do it automatically with exposure time, but why isn't it done via ISO value instead?

My guess is, ISO doesnn't capture the shadows or the highlights. It only increases the overall light.

The tone mapping/local contrast adjustment commonly used in creating HDR photos can emphasize noise. I think that's the main concern. For a 2 stop bracket that would be ISO 100, 400, and 1600. The high ISO would be the shadow areas. Do some personal testing. That will show you if there are any issues for your HDR photography.

Most of the HDR scenes I shoot don't have an issue with slow shutter speeds, so I bracket with shutter. If I needed a faster shutter speed than that would allow I would try bracketing with ISO.

Exactly, noise will become a issue bracketing with ISO.
