How could this picture have been taken better?

I am beginner in photography. I have followed the rule of thirds. Can you point out my mistakes?

Different angle that would hide the left tree branch that is behind the main shrub there.

The esteemed Rule Of Thirds (sarcasm) doesn't matter much here. What hurts the most is the overcast sky, resulting in dull light. Wait for a better day.

The focus as well as the clarity of this pictures seems to be disturbed which you can make better by taking picture with proper focus and light that can make the image look proper.

I'm going to beg to differ.

I'm not sure what the subject is, but if it's the shrub, it's placement is not according to the RoT. If it's the skyline/horizon, you would  want to be higher to show all of it; the shrub would be lower and out of the way.

As for the processing, it's too warm. There is little contrast, and I'm not at all sure where you want me to look.

As a beginner, look for photographs (Instagram is a fine place to start) that catch your eye, and study why that is so. Compositional elements, shapes (lines, curves, triangles), light, dark, fore/middle/background, color. Learn from others, then try to apply that to your work.

Yeah, when I look at this shot, I'm not sure what the goal of the photo was.  The second shot does seem a bit warm.  Learning to 'see' creatively will take you time and practice.  Keep at it!

The lighting is dull, the foreground is messy, the background (trees/bushes/fence) is too busy.

Possible shooting from a lower angle to eliminate that extra branch. Since the light is flat, try using a flash to fill in that bush. That may make some difference.
