All those cars on the left driving by?  I wonder how many stopped to watch this, or how many close calls or accidents from the drivers paying attention to this.

Yes, this appears to have been done near a roadway. I think the use of the snow to reflect the glow is quite effective.

A person could never be that precise. But keep in mind that a human choreographed and programmed this. That's what makes it creative, just like any light show.
