Photographing reflections and wind speed?

When you are  trying to photograph a lake and capture the shot and have the surface look like glass.  I'm understanding it's time to dust off a ND filter.  But at what point do you pause your efforts because the wind speeds are to fast?

Take your post and flip 180°, Kyle!!!

If the lake is like glass, then what is the dusted (or not) ND for?
When the surface is no longer a mirror, then the ND filter may
help smooth it.

Light is free… capturing it is not!

Yip, a glass-like water surface has NO wind at the time.

An ND filter is to force longer exposures, so it gives that hazy feel, not the look of water anymore.
It will not give any reflections, except for huge contrast differences on the background (specially at night) that will cause light and dark on the water.

Are you attempting to get a glass reflection from a lake that has some wind and does not have a glass like finish?
