I have never been told not to photograph anything and trust me I had done a few bold things. Opinions will vary.
Malls are private property and can restrict photography if they wish. No restrictions on photos taken on public property as the other thread mentions. Shoot, learn and share. It will make you a better photographer.

I'm planning on taking a few thousand street photos next month. Bike Fest for me is all about street photography. Of course there will be a lot of bike shots but the people are the biggest attraction.
It is a target rich environment...
