Tone mapping is adjusting the local contrast of an image using tone mapping software. It evens out extremes in contrast.

A high dynamic range image is one that has more dynamic range than would normally be possible with the particular gear and/or materials used.

A HDR photo, for instance the original 32 bit HDR file produced by blending 3 or more differently exposed shots, has more dynamic range than the camera can capture in one exposure. It also has more dynamic range than can be displayed on most monitors and prints. Somehow the differences between the shadows and the highlights needs to be reduced in a way we find aesthetically appealing. If you were really good you might be able to go in and locally burn and dodge to solve this problem, but it would take a long time and a lot of effort. Tone mapping software makes it a lot easier. I'm not sure if the term tone mapping applies to all software methods of accomplishing a local contrast adjustment, or something specific. There are many different software options, and not all of them are called "tone mapping" by the producers.

You can use tone mapping software on photos that have a normal dynamic range.
