Putting a $300 filter on a $300 lens doesn't make much sense. If you are a hobbyist photographer on a budget, the Tiffen ND Filter kit is a solid option that allows you to explore long exposure photography but won't put you in a financial pinch. Besides just being affordable, the Tiffen ND filters have been known to have less color errors than other budget options, though users will probably still have to correct some green tinting. The frame on the Tiffen ND filters also have a lower profile, so they are less prone to distortion around the edges.

Of course, the idea that you get what you pay for still applies. The Tiffen ND filters tend to confuse the meter a bit and underexpose the shot more than other filters--but simply knowing this from the start allows photographers to use exposure compensation to adjust. Compared to pricier options, the Tiffen NDs aren't as durable. But, with three-filter kits available for around $50 to $100 (depending on the thread size you need), it's a solid option for hobbyists and beginners.
