Never used one, but I'd say no, unless you intend to use it very close in. The guide number of a pop-up flash is low to begin with. A diffuser would spread the light even more (and lower the output).

The only good use of the pop-up is as a fill light outdoors. If you need to use flash as a key (in low light indoors) then you would do better to save up for an on-camera flash.

Get one that tilts AND swivels.

Yeah diffusers or softboxes are worth it. Softens that light up from the harsh direct built-in flash

I have diffusers for my speedlights but no pop up flash here. They work well on a speedlight but that provides a lot more light then a pop up flash. I agree with Matthew about getting one that tilts and swivels.

The other thing I would suggest is to look on eBay for the earlier model of a stand alone flash. In the Canon range, the 550EX is every bit at good as the 580EX, but used ones sell for a lot less on eBay. I use those and have just bought the Rogue flash bender which worked great at a wedding, handling very broad group shots as well as close up head and shoulders shots. That reminds me - I must write a review about it!!

Cant imagine a pop up flash with a diffuser on, it would be tiny, not even sure how it would fit, by a flash unit and the choice of diffusers is immense.

Fong Dong makes one. Again, I don't think it would change the light much, other than stealing away the amount of light you need.

I have very little experience with pop-up flashes, but if there ever was hope for them I thought it might be something like this:

The feature I'd most like to see in a built in flash would be if I could angle it towards the ceiling.

Actually that look pretty cool. If you found a silvered card (maybe at a craft store) that would direct the light without absorption. um.

Shoot, learn and share. It will make you a better photographer.
